I would use the Windows XP Embedded Remote Boot Server from Microsoft.

We only use the TFTP server part and configure the DHCP server for PXE boot.
I hope it helps!

If i remember correctly:

In Windows 2000 Server, Windows Server 2003, Windows Server 2003 w/SP1 it
was an optional component called Remote Installation Service (RIS).

In Windows Server 2003 it is an optional component called Windows Deployment
Server.
