Windows PE always starts with default English US regional settings.
I need to turn on local regional settings for both keyboard and character
set.
I'm using plain WAIK.
I need to simply display a readme file in local language ("notepad
readme.txt" in startnet.cmd)
Users need to provide simple input using local keyboard mapping.

How do I do that. I didn't find that information in the documantation I
read.

You can use Intlcfg to configure input locale in WinPE 2.x

Or use the UI I wrote :)
